Customs passbook is the international customs document that allows the temporary entry of cars, according to the terms of the United Nations treaties relating to the temporary entry of vehicles for the years 1954 and 1956. The customs passbook is also considered as a part of the Istanbul Convention of 1990 supervised by the World Customs Organization.
In light of these international agreements, the customs passbook facilitates the temporary import of vehicles and aims to protect trade between countries, especially motor vehicle trade, so that they are not sold in the country the traveler enters. This passbook is obligatory for the car owner who wants to travel by his car to visit another country, in addition to his commitment to getting his car out from the country he entered during the allowed period. How does the customs Passbook system work?
In countries that require obtaining a customs passbook for temporary import, the guarantor parties must undertake to comply with import customs fees and taxes imposed by the authorities due to the non-re-exportation of a temporarily imported vehicle under the cover of the customs passbook as a second guarantor with the car owner who is the first responsible for all obligations. The relationship between customs departments and guarantors is defined in international agreements (the United Nations and the World Customs Organization). The relationship between the guarantors and the bodies issuing customs passbooks has also been defined, as well as the relationship between the issuers of customs passbooks and the book holders in the guarantee agreement signed between the International Tourism Federation and the International Motor Federation.

Through going to one of the branches of the Middle East Automobile and Tourism Club, filling out a special form and signing it with providing the following documents:

- A copy of the vehicle ownership
- A copy of the driver's license
